The Consultative Steering Group document for the setting up of the Scottish Parliament stated that it should aspire to use all forms of ICT 'innovatively and appropriately' to support its 3 principles of openness, accessibility and participation. After only a few exciting months of operation, it is interesting to consider to what extent the Parliament has met this aspiration, to what extent it can meet such a challenging goal, and what it will need to do in the future to be an exemplar of digital democracy.
