IT and the Scottish Parliament

The Consultative Steering Group document for the setting up of the
Scottish Parliament stated that it should aspire to use all forms of
ICT 'innovatively and appropriately' to support its 3 principles of
openness, accessibility and participation. After only a few exciting
months of operation, it is interesting to consider to what extent the
Parliament has met this aspiration, to what extent it can meet such a
challenging goal, and what it will need to do in the future to be an
exemplar of digital democracy.
